Charlotte means that she had to climb up the mast to prove her loyalty to the crew so she could become one of them. Ever since the captain killed the two men, the crew thought that she was the captain's little princess and he couldn't without her. But the captain didn't want anything to do with Charlotte, so she had to prove her loyalty to the crew. Charlotte was lonely and she needed a friend to talk to in the hard times so she climbed the mast.
Charlotte meant that she HAD to climb the mast because that was the only way to prove that she is capable of being a member. She also wants to prove that Zacariah was right about her being loyal and kind. Charlotte knew that if they don't accept her, she has no where to go because the captain hates her and she hates him. She only has one choice if she ever wants things to be the same again with the crew. That is climbing up the mast.
As Maria and Gwen said, the crew wasn't her friend ever since she ratted them out. The believed that she belonged to the captain, but he wanted nothing to do with her. She had no choice but to prove to the crew that she was worthy of becoming one of them.
Before the whole mix up with the captain everyone on the crew had to respect Charlotte. Now that she wants to deny the thought of her as being a passenger, and instead be part of the crew. The climbing test was just to show if she really meant that she was sorry and she really wanted to help be part of the crew. it was such a big thing because now she is against Jaggery even though she has apologized many times. So what Charlotte meant to say was, this is my time and i have to prove to them that i can be worthy enough to be part of the crew.

Charlotte meant she had to make up for causing the crew so much drama,and getting Mr. Cranick and Zachariah killed. Making up for it, in this case is climbing to the top of the royal yard.
It was Charlotte's restitution for going against the crew and explaining the mutiny to Captain Jaggery. I agree with Adina, because Charlotte did do what she put her mind to.
